UAE Easies Work and Residency Procedures

In the latest news, the Ministry of Human Resources and Emiratisation (MoHRE) has announced that various procedures and requirements for several services will be reduced to effectively reduce the processing times for applications. These steps would evidently enable 100 % reduction rates for application processing.

This step has been taken by the ministry to effectively implement the Zero Government Bureaucracy Programme, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai.

The minister of MoHRE, Khalil Ibrahim Al Khoori stated that the Ministry has transferred all of their systems and services to Federal Network (FEDnet) cloud network. This digital transformation will enable the Ministry to align its organizational goals and strategies with the client needs and requirements.

The Work Bundle Service
The “Work Bundle” is a complete digital package developed for individual and private sector organizations. This service will allow them to complete all of their work visa requirements in the UAE online by using the ‘Work in UAE’ platform.

Issuance of Work Permits
The government has also implemented steps to automate the issue of work permits. The integration of all data between the two ministries of MoHRE and ICP has resulted in the elimination of in-person visits which was previously required for work permit renewals. The new service has reduced the processing time from two days to automatic approval and no document is required for this renewal. The new process is a lot simpler and time efficient. MoHRE in collaboration with Emirati Talent Competitiveness Council (Nafis) and General Pension and Social Security Authority, has developed a service for issuance, renewal and cancellation of work permits for UAE citizens. This increased access has created a stream-lined process.

Moreover, MoHRE has launched another Bundle in collaboration with ICP, Emirates Health Services (EHS), Telecommunications and Digital Government Regulatory Authority (TDRA), and the Department of Health in Abu Dhabi. This new initiative has effectively reduced processing times for various services by 83%. The procedures for various services required were reduced by 72%, the fields required by 93%, the documentation required by 79% and overall visits by 77%, thus automating the whole process.

Hiring of New Employees and Domestic Workers
With the development of platforms like ‘Invent in Dubai’ and ‘Dubai now Platforms’, the ministry has enhanced the services for hiring of new employees and workers. These new platforms have been efficient and significantly reduced processing times by 83%.

These services can also be availed for hiring of new domestic workers or renewing or canceling their residency permits. The processing time by using the digital services has been reduced by 83%. Al Khoori also explained the launch of the Artificial Intelligence Platform that will allow the organization to complete their primary and secondary tasks in three hours as compared to three months previously. The use of AI will also reduce work force and processing times.

The Smart Inspection System is a service developed to monitor risks to the labor market. The system ranks the risks in order of their level and allows the organization to focus on high risk tasks.

Another important service package developed by the Ministry is the ‘Investor Journey- Abu Dhabi’. This bundle has been developed in collaboration with other ministries such as the ICP; TDRA; the Department of Economic Development; and the Abu Dhabi Digital Authority. Just like other digital services offered by the ministry, this new service has been successful in reducing the processing times by 100%.

Use of Artificial Intelligence
Al Khoori said that the use of AI technologies to complete tasks for various services in the UAE has allowed them to reduce transaction processing times to a maximum of one business day only. This has enabled them to achieve customer satisfaction which is ultimately aligned with the vision of Zero Bureaucracy Programme.

Many new services such as Electronic Authorisation service have also been introduced to reduce processing time for customers to just two minutes instead of three days. With this service, the need for in-person visit has been reduced completely whereas the procedures were reduced by 80%.

Now you can request a job experience certificate using the automated service developed by the Ministry in just two minutes. An automated service for settling the violators’ status when renewing work permits has also been included for employers which has a 100% reduction in the number of visits required. On similar lines, the ministry has launched the National Programme for Incentivising Establishments in Priority Economic Sectors. This program has reduced costs and increased operational efficiency by reducing human effort by 63% through the use of AI.

Complete Data Integration
In addition to all these services, the ministry is effectively working on data integration which is required for efficient working of all of their services. The data is provided by all strategic partners and is kept up to date for all automatic processing of tasks such as renewal and cancellation of work permits.

New Services
Other than the above mentioned services, other modern technologies that have improved customer experience are also included such as the Smart Image Analysis System, 360 Contract Audit System, Dynamic Risk Map, Smart Interaction and Real-time Enquiries System, and the Integrated ID Reading Programme.
